Dr. Carpenter is the Senior Director of the Penn Biden Center for Diplomacy and Global Engagement, a nonresident Senior Fellow at the Atlantic Council, and previously served as foreign policy adviser to former Vice President Joe Biden as well as on the National Security Council as Director for Russia.
